Strategic Approach


CICK's strategy has four essential elements:

Advocate for Quality

CICK communicates to child care providers, policymakers, advocates and others the message that, in early care and education, facilities represent an important but overlooked component of quality.

Build a Development and Finance Infrastructure for Child Care

Through public-private partnerships at the federal, state and local levels, CICK provides specialized capital and technical assistance to community developers and early care and education organizations to support the development and improvement of quality facilities.

Focus on States

Because of the policy role played by state governments in financing and regulating preschool programs, CICK has focused on a state-level strategy for creating facilities financing programs.

Generate Public Subsidy

In addition to using existing community development approaches and financing tools, such as low-cost debt, CICK promotes the importance of developing sources of deep capital subsidy from the public sector.
