Goals


LISC's Affordable Housing Preservation Initiative works to keep affordable rental properties safe, in good repair, and available to low-income families by providing support to local LISC offices, housing authorities, and community development corporations. More specifically, we:

  • Support local and regional partnerships. In communities where preservation has been identified as a concern, LISC helps to identify and integrate efforts among tenant groups, local and state government, public housing authorities, legal services, and housing advocacy groups. We provide information about the existing stock of assisted affordable apartments and assist in developing a strategy to identify preservation opportunities early.

    Where a strong local network and consensus for preservation is already in place, LISC can help to focus available resources toward increasing the flow of preservation transactions by providing up-to-date information about affordable properties and improving coordination among key players.
  • Provide technical assistance and financing support to help affordable housing advocates identify preservation opportunities, assess their own capacity to develop, own and manage large-scale multifamily properties, and identify resources to build their capacity to preserve affordability. Our preservation staff also provides project-specific assistance to nonprofit sponsors, state and local governments, and local housing authorities in identifying technical transaction issues and providing project analysis and financing recommendations to promote a more effective development process and financing structure.

    In addition to working in local communities, LISC develops training and reference materials for housing practitioners, many of which are available through LISC's On-line Resource Library. LISC also maintains an advocacy effort to establish a policy environment that is conducive to preserving housing affordability, especially through the participation of nonprofits. LISC works closely with other preservation advocates to address a variety of current preservation issues (see examples on the left)
